Yazawa-san,

I believe all recent versions of emacs include Mule support, actually
LEIM support.  However it might not be compiled into the particular version
you are using.  (I use a precompiled Windows version of emacs 21.1 including
LEIM).  You may need to obtain (or compile yourself) a version of emacs
including
LEIM.  Once you have that you will need to make sure that these files get
loaded:

<path to emacs>/emacs/leim/ja-dic/ja-dic.elc
<path to emacs>/emacs/leim/quail/japanese.elc
