Could you explain what that will involve?

I'd be interested to know what is missing that hasn't already been
implemented for Emacs. I thought the basic feature of Mule-UCS is the
ability to represent the necessary codes to be able to do translation,
and that isn't necessary with hash tables in CCL or with
Unicode-superset internal encoding.

It has at least one serious problem in Emacs 21 -- a storm of garbage
collection when loading un-define. I've distributed a patch for that
which helps, but it would be nice to have a proper release with it (or
something better) included.
