Sure.  That's effectively what Mule-UCS does by default, by using
non-Unicode characters.  You could program what you want, but
presumably less flexibly than in Mule-UCS, for mule-unicode in basic
Emacs 21 and that might be useful.

I don't have much option for the technical text I mostly care
about. :-(
