There's no special reason. What included in leim currently
are just took from very old version of cxterm. Perhaps,
that version doesn't have UCDOSPY.tit.

Do you know the original copyright holder of UCDOSPY.tit?
We are currently making clear the copyrights of those tit
files. In 21.1, some of unclear files are replaced by the
ones that has clear statement about copyrights (e.g
CXTERM/-DIC/PY.tit -> MISC-DIC/pinyin.map).
If the copyright notice of UCDOSPY.tit clearly says that
it's free, we can include it in the Emacs distribution.
