Now I'm reluctantly :-P implementing the mechanism on Mule-UCS
that convert untranslated Unicode characters to eight-bit-*
charset's characters on Emacs 21 but...

Handa-san, I cannot find out how to fix this problem properly
on Emacs 20.x. Do you have any idea on it?
FYI, I'm redesining Mule-UCS next generation with C and Elisp
code by inventing new translating engine and character
representation.
