For FLT, please read this document: http://www.m17n.org/m17n-lib/m17n-docs/m17nDBFormat.html#mdbFLT and the other FLT files (e.g. DEV-OTF.flt, MLM-OTF.flt).

If you have in mind specific fonts and they are free, please
send them to us.  We'll develop the first version of FLT,
and you can tune it up.



OK - we are just finishing up the tables in an OpenType Tibetan script font which will be distributed under GPL - I'll send it to you as soon as it is ready.

2) I would also like to see support for a dz_BT (Dzongkha
Bhutan) locale [utf-8 encoding Tibetan script] & Dzongkha
keyboard added to m17n lib - how do I go about this?



The m17n library doesn't provide a locale but just utilizes a locale supported by the system.



OK a dz_BT Locale for glibc is currently under development by Mr. Pema Geyleg at Sherubtse College in Kanlung, Bhutan.
The collation rules for Dzongkha are particularly complex (more so than for Tibetan) so the LC_COLLATE part is taking some time.


As for Dzongkha keyboard, I've just found this page:
