Thank you for being interested in the m17n library.  It
already supports Tibetan script used in Tibet for displaying
and inputting via data in the m17n database.

Currently the font required for Tibetan is this:

One input method "bo-wylie.mim" is provided.

For Bhutani, the current support may be not enough, but we
have no knowledge.  Could you at first try the current
Tibetan support and tell us what is not good for Bhutani?
