Some further information....

OpenType layout for Tibetan  script needs to support the following tags 
and features

Language System tags: dflt, TIB (Tibetan), DZN (Dzongkha),  SAN (Sanskrit) 

Base tag (for "hanging" base line)

GSUB Features: ccmp, blws,  abvs ,  calt

GPOS Features:  blwm;  abvm, kern
