[m17n-lib:00021] Tibetan & Dzongkha

1) Could someone point me to information on how to create an FLT file 
for a Tibetan script OpenType font?
e.g. TIB-OTF.flt - or offer any guidance or help in doing this? I am 
also interested in adding support for
additional Tibetan script TrueType  fonts.

2) I would also like to see support for a dz_BT (Dzongkha Bhutan) 
locale  [utf-8 encoding Tibetan script] &
Dzongkha keyboard added  to m17n lib - how do I go about this?
